Role Summary:
As Project Lead, your primary responsibility will be to develop, draft, and ensure the timely submission of the Local SEND Reform Plan. This will involve ensuring the Council aligns with national expectations related to the SEND and Alternative Provision (AP) Improvement Plan and broader inclusion reforms. Your leadership will be vital in this process, ensuring the plan is evidence-based and meets local and national priorities.
What you will do:
- Produce a clear and coherent Local SEND Reform Plan in line with statutory duties and national guidance.
- Collaborate with education, health, social care, Parent Carer Forum, Early Years, FE, and system partners for co-production and shared ownership of the plan.
- Provide authoritative leadership on sequencing, integration, and quality assurance of all content.
- Ensure the plan integrates accurate data, needs analysis, and sufficiency planning and aligns with national funding streams.
- Represent the Local Authority in professional dialogue with DfE, NHS England, and external advisers to support ongoing reform.
Key Duties/Areas of Responsibility:
- Exercise strategic leadership for the SEND Reform Plan.
- Lead the authoring, editing, and version control for the plan and associated summaries.
- Manage a detailed authoring programme, coordinating timelines and dependencies.
- Integrate contributions from multi-agency partners, resolving any content inconsistencies.
Key Areas of Knowledge and Experience:
- Strong background in leading inclusion services or Alternative Provision.
- Proven management experience in education or supportive services, including policy development and strategic planning.
- Familiarity with Child Protection and safeguarding in schools, along with a solid understanding of relevant legislation.
- Experience with people management and performance management in service delivery.
- Successful track record in budget management and stakeholder communication.
- Understanding of local government processes and political context.
- Knowledgeable about legislative frameworks and government policies affecting SEND services.
- Competence in successful project management and risk management.
